HPD Chief Retires

Hummelstown’s Borough Council voted tonight (Jan. 21) to accept the retirement of Police Chief Charles Dowell effective tomorrow (Jan. 22). Sgt. Bill Ryan has been named Acting Chief.

The vote comes a week after the council voted to accept a deal with former HPD officer Lisa Mearkle. That deal included Mearkle’s resignation in exchange for $120,000 in severance pay. Councilman Brian Foster said Dowell was going to retire last year but was delayed by the Mearkle/Kassick incident.

Debra Hummer, borough administrative assistant, has been named assistant to the borough manager.
